A 2024 Health Care Reform Proposal

David Bernstein Consulting

The proposed 2024 Healthcare reform package expands tax subsidies for health insurance premiums and improves low-cost health insurance options. Proposed tax changes include the replacement of firm-specific health insurance with an employer subsidy of state-exchange insurance, the creation of a partial taxpayer funded subsidy for insurance premiums, and modifications to the premium tax credit and employer mandate. The proposal eliminates short- term health insurance policies, creates new low-cost health insurance options, improves high- deductible health plans (HDHPs) and health savings accounts (HSAs), and mitigates problems caused by narrow provider networks. This plan moves the United States towards universal coverage and improves health and financial outcomes for people with health insurance.
